Read the FTPd Documentation file, especially the Security Considerations section. Then in FTPd Setup, choose Privileges, Preferences, and User Directories in turn and fill out their respective windows. Then set your File Sharing privileges as you want them, edit the Startup messages and the !Folder Info file (moving copies of !Folder Info into various folders). And finally, put an alias to FTPd in the Startup folder and start it up.
